ADVANCED NOTICE 67th ANNUAL CONVENTION

TO:  ALL AFFILIATED LOCAL UNIONS AND DISTRICT COUNCILS

In accordance with Article 9 of the Constitution of the Canadian Union of Public Employees, Alberta Division, you are hereby notified that the 67th Annual Convention will be held from March 15-17, 2017 at the:

Convention will take place over the entire three (3) days, so please plan accordingly.

PLEASE NOTE:

Education Day will take place on Saturday March 18, 2017, the day after the convention. These workshops are optional and if you plan on participating please fill out the appropriate registration (form to follow) and submit a separate cheque in the amount of $40.00 made out to CUPE Alberta.

REPRESENTATION

In accordance with Article 9, of the Canadian Union of Public Employees, Alberta Division Constitution; “Representation at all Division Conventions shall be based upon the average membership over the preceding calendar year as evidenced by Per Capita Fees paid during that period. Affiliates chartered in the year of the Convention shall have their delegate entitlement based upon the Per Capita Fees paid for the period immediately prior to the Convention. Delegate entitlement shall be: two delegates for the first one hundred members and one delegate for each additional hundred, or fraction thereof.  Credentials are not transferable.  Affiliated District Councils shall each be entitled to two delegates.

The Chairperson of a Division Occupational Group may have delegate status on behalf of the committee if they are not delegates on behalf of their Local or District Council”.  The President, Secretary-Treasurer, Recording-Secretary, and both General Vice Presidents shall be deemed to be delegates to the Convention with all rights and privileges.

CREDENTIALS AND REGISTRATIONS

Credential Forms should be filled out correctly and the duplicate (coloured copy) should be sent to:

The original (white) credential copy is to be retained by the delegate and presented to the Credentials Committee when registering at the Convention Headquarters.  Each delegate is required to present his or her own credential.

The early bird registration fee is three hundred twenty five dollars ($325.00) for each delegate prior to February 25, 2017. Late registrations will be four hundred dollars ($400.00) for each delegate after February 25, 2017. Only, such accredited delegates will be entitled to vote on all business presented to the Convention.

Banquet tickets may also be purchased in advance, at a cost of fifty dollars ($50.00) per person. Please make out a separate cheque for the banquet tickets.

Credentials are not transferable from Local to Local.

 

AMENDMENTS TO THE CONSTITUTION AND RESOLUTIONS

In accordance with Article 8, Constitutional Resolutions must be forwarded to the Secretary at least 45 days prior to the convention.

In accordance with Article 9, Section 4, “Resolutions to be introduced for consideration at Convention shall be signed by the President and Secretary of the affiliate, and sent to the Division Secretary no less than 45 days prior to the convention.”

NOTE DEADLINE FOR AMENDMENTS:  January 31, 2017

No late resolutions will be accepted or received after 5:00pm on the first day of the Convention, except from the convention committees and the executive board of CUPE Alberta Division.

 

ACCOMMODATIONS

The 2017 CUPE Alberta Division Convention has been booked into the Sheraton Red Deer Hotel.

Please make your reservations early by contacting the hotel directly and mention you will be attending the CUPE Alberta Division Convention. Hotel accommodations will be on a first come, first served basis.

SMALL LOCAL ASSISTANCE FUND

Article 17, Section A of the Constitution states “the Division shall reimburse affiliated Locals of 100 members or less, 75% of the cost to the Local for paying lost wages, hotel and transportation for one delegate to the Division Convention”.

Article 17, Section C states “Locals wishing to access these funds must make application, in writing, to the Division Treasurer “prior to” adjournment of the final day of Convention.”

GENERAL INFORMATION

Local Unions are requested to co-operate in all matters pertaining to the Convention in order to avoid complications that may otherwise arise.

All Locals sending delegates to the 67th  Annual Convention MUST have their CUPE National and CUPE Alberta Division per capita fees, including any arrears paid up to the last per capita period preceding the Convention (December 31, 2016), prior to being accredited.

Delegates on behalf of District Councils, Council of Unions or Provincial Council of Unions must have their affiliation fees paid.

It is imperative that credentials be mailed as soon as possible to facilitate the work of the Treasurer and the Local Committee in arranging for the approximate number attending the Convention.

Credentials will be mailed to the Locals upon receipt of their paid per capita for each month in the year 2016.

 

Convention committees will be selected from credentials in the hands of the Secretary-Treasurer by February 25, 2017.

If you wish to be on any of the above Convention Committees, bearing in mind that the general resolutions committee meets a day or more earlier than the first day of convention. (The Division will pick up the added costs prior to the convention).

REGISTRATION of DELEGATES

Registration of delegates will be at the:

Sheraton Red Deer

Tuesday evening, March 14th, 2017 (from 7:00 pm until 9:00 pm) and on Wednesday morning,March 15th, 2017 (from 8:00 am until 9:30 am).

The Convention will commence at 10:00 am on March 15th, 2017.

EDUCATION DAY

On Saturday March 18, 2017 immediately following the 2016 CUPE Alberta Division convention there will be a number of Educational workshops offered.

Participation in the workshops is optional and an additional $40.00 fee is required for each delegate to attend.

Please make out a separate cheque to CUPE Alberta Division for this education workshop.

**IMPORTANT NOTICE**

“CONVENTION GREEN SPACE”

Once again at the 2017 Convention CUPE Alberta in conjunction with the “Environmental Resources Protection Committee” will be promoting a “green environment at the convention.

This means that we once again intend on setting up the convention hall with wireless communications for those of you who want to bring your laptops.

Instead of receiving a Convention Binder upon registration you will be given the opportunity of receiving a memory stick. This memory stick includes all of the information that is in the binder.

We have been promoting this in the past and continue to do so in an effort to cut down on the amount of paper we go through each year. It is our hope to one day eliminate the need for any paper.
